SALARY: $39,066.98-$42,900.00 ($18.78-$20.62/hourly)
SUMMARY : This is responsible work in issuing commercial and residential building permits, performing departmental typing and filing duties and providing routine assistance to the general public regarding building inspection services. Duties require knowledge of departmental policies and procedures and a working knowledge of building codes and county’s ordinances.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
· Greeting the general public and answering multiple telephone lines for department staff; receiving inquiries, requests and complaints from the general public and forwarding calls to department staff as appropriate
· Reviewing building permit applications
o Verifying information on application
o Receiving water and sewer permits
o Commercial building plans and other documents
o Calculating permit fee
· Establishing and maintaining accounts for commercial building projects; updating records as county departments review building plans
· Scheduling Development Review Committee meetings; distributing plans for review to Committee members
· Issuing building permits and Certificates of Occupancy for private residential properties, commercial developments, and approved subdivisions
· Receiving, recording, and totaling incoming cash and checks for permit fees; balancing daily ledger; generating ledger printout and submitting it with cash to Finance Department
· Receiving and logging in requests for building inspections; notifying inspectors of requested inspections and maintaining inspection cards
· Maintaining records on status of inspections for all properties; finalizing and closing-out accounts when final inspections are completed
· Contacting utility companies for approval on temporary or permanent power requests; maintaining related logs and records
· Compiling and printing monthly statistical reports for the U.S. Census Bureau, Georgia Home Builders Association and other agencies and organizations
· Answering questions and providing routine information to commercial builders, developers, and homeowners on procedures for obtaining permits, county regulations regarding set back, easement, and land requirements
· Providing general administrative support for the department
o Preparing purchase requisitions
o Coordinating inspections and field appointments for department staff
· Typing and filing correspondence, memos, inspection cards, statistical reports, and other documents for department staff
· Performing other duties as assigned
QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:
· High school diploma or General Educational Development Certificate (GED)
· Two years of professional related work experience
· An equivalent combination of education and experience may be considered
ELIGIBILITY REQUIREMENTS:
Must be 18 years of age or older
CERTIFICATES, LICENSES, REGISTRATIONS:
· Possess and maintain a valid Georgia Driver’s License (Class C) and a satisfactory motor vehicle record (MVR) if assigned job duties requiring the use of a vehicle
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment
- Knowledge of or ability to learn applicable state and federal laws, rules and regulations as they relate to the issuance of building permits, and business registrations
- Knowledge of building codes and county ordinances as they relate to assignment
- Knowledge of mathematical computations: addition, subtraction, multiplication, and division using whole numbers, common fractions and decimals; compute rate, ratio, and percent
· Knowledge of standard clerical procedures and modern office practices, methods, and equipment
· Knowledge of specialized software, materials, terminology, and forms essential to the assignment
- Skill in effective inter-personal and public relations and customer service; excellent oral and written communication skills to satisfactorily resolve conflicts and issues, and to explain established policies and procedures to employees and the general public
- Skill in creating, maintaining, and organizing accurate, detailed, and complete records in accordance with standard record-keeping procedures
- Skill in performing tasks which require attention to detail, and completing assigned jobs efficiently and correctly
· Skill in planning, prioritizing, and organizing work; ability to handle multiple work assignments efficiently, accurately, and professionally
- Skill in the use of personal computers, MS Office Suite, databases, spreadsheets, and word processing; typing and entering data into a computer system accurately and efficiently
