SUMMARY : This position is responsible for the design and fabrication of traffic control device signs, confirming that signs adhere to the MUTCD, inventory control of the sign shop including pavement marking materials, and traffic control device system asset management. Traffic signs must conform to Local, State, and Federal requirements and specifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
· Fabrication of all signs conforming to the requirements of the MUTCD and SHS (Standard Highway Signs) Manual for the Signing and Marking Unit for field installation
· Performing inventory of all signs entering and departing the Sign Shop
· Maintaining an ongoing sign and pavement marking shop inventory
· Ensuring that all signs match requirements of MUTCD and SHS
· Performing technical work using a computer to design layouts of signs and graphics. The computer is also utilized in the fabrication of the sign or graphic decal
· Work also involves some drafting of letters and manual sign fabrication
· Drafting layouts according to requests and applicable Federal, State, and/or Local sign specifications using a computer and software programs
· Operating various equipment and preparing large metal sheets for sign fabrication. The equipment used includes: cutting shear, punch press, drill, and corner rounder
· Performing field investigations, data collection, and inventory of roadway and intersection conditions
· Providing assistance in field installations of signs, posts, and pavement markings utilizing field equipment and machinery as directed by Superintendent
· Periodically providing emergency response on traffic control devices after normal working hours
· Occasionally supporting other divisions within the DOT to perform miscellaneous work such as flagging, et cetera
· Performing other duties as assigned
QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:
· High school diploma or GED, supplemented by college-level or vocational course work in a related field
· Two years professional related work experience
· An equivalent combination of education and experience may be considered
ELIGIBILITY REQUIREMENTS:
- Must be 21 18 years of age or older
CERTIFICATES, LICENSES, REGISTRATIONS:
· Possess and maintain a valid Georgia Driver’s License (Class C) and a satisfactory motor vehicle record (MVR)
· International Municipal Signal Association (IMSA) Signing and Marking Level I certified, or certification within six months of employment
· Work Zone Traffic Control and Safety certified, or certification within six months of employment
· National Safety Council Flagging certified, or certification within six months of employment
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment
- Knowledge of or ability to learn applicable state, federal, and state codes and ordinances, laws, rules, and regulations as they relate to assignment
- Knowledge of principles, techniques, guidelines, practices, and equipment as related to assignment; sign fabrication, sign preparation
- Knowledge of business English, spelling, and grammar
- Knowledge of basic business mathematics: addition, subtraction, multiplication, and division
- Knowledge of Douglas County roadway system and geography
- Knowledge of occupational hazards and safety precautions necessary for the safe operation of equipment, tools, machinery, and vehicles as required by assignment
- Knowledge of the operation, maintenance, and repair of all department equipment, tools, machinery, and vehicles as required by assignment
- Knowledge of specialized software, machinery, materials, terminology, and/or forms essential to the assignment
- Knowledge of the MUTCD (Manual of Uniform Traffic Control Devices)
- Knowledge of the guidelines and standards used in sign preparation
- Skill in effective inter-personal and public relations; excellent oral and written communication skills to satisfactorily resolve conflicts and issues, and to explain established policies and procedures to employees and the general public
- Skill in estimating and determining material and project costs
- Skill in handling and operating all assigned equipment, tools, and/or vehicles in a safe and proficient manner
- Skill in performing tasks which require attention to detail, and completing assigned jobs efficiently and correctly
- Skill in planning, prioritizing, and organizing work; ability to handle multiple work assignments and deadlines efficiently, accurately, and professionally
- Skill in typing and entering data into a computer system accurately and efficiently
- Skill in the use of personal computers, MS Office Suite, databases, spreadsheets, word processing, and sign inventory software, sign printing machine, and hot adhesive applicator
- Ability to apply common sense to understand, follow, and complete verbal and written instructions
- Ability to communicate and interact clearly and effectively with all those contacted in the course of work in a professional and courteous manner, both orally and in writing; establishing and maintaining effective, professional, and cordial working relationships
- Ability to make sound, independent decisions within policy guidelines by exercising good judgment and intelligent situation-assessment
- Ability to read and comprehend a variety of documents, memos, instructions, correspondence, policies, et cetera
- Ability to resolve routine and non-routine problems and complaints by applying or adapting established policies and procedures
